In the 20F they say: "As of December 31, 2013, the Company had 17 full-time employees and three part-time employees/consultants, including senior management; seven of these employees are engaged in research and development initiatives; seven of these employees are employed at the Canadian office and three are employed at the U.S. Operations office."

The Uconn article says: "Taylor and Poet's five Connecticut employees have been testing the technology in a UConn clean room".

We know that key/program management changes were underway at Uconn pertaining Design Kits, so I'm inclined to think, based on the above info, that at least one employee left Uconn to work on those Design Kits (on-situ). If we count Taylor as a member of the BoD then two have left, but since he's really a researcher I think at least one has moved to...?? (wherever in-situ is... BAE or PDA?!).
