1) Weak hands that aren't sure of themselves. A variety of reasons could apply here, including negative comments they've read, or the PPS isn't moving the way they want.

2) They've reached their intended exit price. The stock is up quite a bit since the beginning of the year and I wouldn't begrudge anyone if they took profits. Not everyone is invested because of the miracles of cannabis. They're looking to make some money.
As for a FITX buyback, I think it would have to happen soon in bulk, or be spread out over several years. The company is planning on making a lot of money per fiscal year with it's operations, but I doubt will have the cash available to do a huge stock buyback at any single point in time unless they do it soon at these sub-dollar prices, which will have to be in the near future for that to work.
Will they go down that path of buying up at sub-dollar prices? Maybe. I think they'll either do a tender offer or string the buyback out over a period of time that won't shock the PPS.
