The problem is, most are bidding sitting waiting to get filled and very few are hitting the ask with any size. So if a seller wishes to sell, what's he going to do but hit the bids. There's nothing wrong with allowing the sellers and shorts come to you until management delivers the anticipated news of funding.
The stock has set a low in the mid .001s and has since rallied from the lows of .0013 to .0032. A consolidation during times of very few hitting the ask is expected to pullback. It allows the sellers out, those accumulating or entering for the first time to buy, and maybe a new base will form in the mid .002s.
