Exactly as you stated, it is not an issue but is being touted as one by some. Just look at that mud and imagine how hard it would be to get your workers to be productive. Just being real, I bet their are a lot of cigarette breaks, but I understand this and don't buy into the "why isn't the fence built yet" type of arguments.
