Throwing this theory out there.....

We've all seen the updated pictures from the outside portion of the facility.  However it appears as if Bill is intentionally sidestepping discussion or updates regarding the retrofitting aspect.  I think this might be a ploy to spring the retrofitting updates on everyone once the fence/security is in place.  It just doesn't make sense that they wouldn't be allocating resources to retrofitting.  I think he may feel that there is a security threat if they reveal the progress inside with nothing to protect the land from the outside.

From a project management standpoint, it doesnt make sense to focus solely on the outside with such dismal weather conditions allowing for slower progress.  Bill is a smart guy, anyone who has heard him speak or read his replies can see that, so I doubt this is something he hasn't thought of in his overall business plan. 

I may be completely off base, but I think it might be his "ace up the sleeve" as we creep closer to his expected inspection date.  That would also silence alot of the bashers/doubters who are saying that there is a fence for an empty barn.

Either way, let's hope for greener days ahead. $FITX$
