In addition, in 2012, air travel activities by European airlines were brought under the scope of the EU Emissions Trading Scheme (ETS), a cap-and-trade scheme on carbon emissions. This high rate of taxation, particularly in comparison with other countries, can ultimately reduce the attractiveness of the UK as a holiday destination and, equally, discourage UK residents from travelling abroad. Over the short term, both domestic and outbound tourism is expected to be subdued, with weak volume growth between 2013 and 2015. However, as economic conditions improve and consumer confidence builds in the medium to long term, both in the UK and overseas, tourism volumes are expected to experience increasingly significant growth.
