Hong Kong has a free market economy, highly dependent on international trade and finance - the value of goods and services trade, including the sizable share of re-exports, is about four times its GDP. Governed under an effective and efficient system of positive non-interventionism, the Hong Kong economy is characterized by low taxation, a fixed US-dollar exchange rate and free trade. With the worst of the European debt crisis seemingly over and the US economic recovery gathering steam, the low interest-rate environment will likely continue through 2015. Real GDP is forecast to increase by 3.5-4.5% for 2013 and per capita GDP in Hong Kong stood at $36,782 in 2012. Underlying consumer price inflation went up modestly to 4.3% in the third quarter of 2013, mainly due to private housing rental increases during 2012. The property market remained quiet, with the increase in flat prices decelerating further amid thin trading during the third quarter of 2013. Hong Kong boasts the third-largest port in the world in terms of container flow, behind Singapore and Shanghai. Mainland Chinese companies constituted about 46.6% of the firms listed on the Hong Kong Stock Exchange in 2012, and accounted for 57.4% of the exchange's market capitalization. During the past decade, as Hong Kong's manufacturing industry moved to the mainland, its service industry has grown rapidly. Growth slowed to 5% in 2011 and to less than 2% in 2012. Finally, the fiscal imbalances originating from Hong Kong's monetary policy have led to a bubble in residential and commercial real estate. As bubbles are precarious, any number of factors, including a slowdown in China or the West, could cause the bubble to burst. Such an event would have a harmful effect on Hong Kong's real economy.
