Fortress Specialty Cellulose Mill Restarts Operation

Fortress Paper Ltd. ("Fortress Paper" or the "Company") (TSX: FTP) announced today that its Fortress Specialty Cellulose Mill (the "FSC Mill") in Thurso, Quebec restarted operations after taking market downtime of 10 weeks. The FSC Mill will be producing initially northern bleached hardwood kraft (NBHK) pulp and expects to ramp-up to normalized production in approximately 15 days. In keeping with the Company's "swing mill" strategy, the FSC Mill will continue to operate by swinging production between both NBHK pulp and dissolving pulp to best respond to changing market conditions, particularly in light of the interim anti-dumping trade duty currently imposed by China's Ministry of Commerce.
Fortress Paper Dissolving Pulp Mill Takes Market Downtime

Fortress Paper Ltd. ("Fortress Paper" or the "Company") (TSX: FTP) announced today that it will be taking market downtime at the Fortress Specialty Mill (the "FSC Mill") in Thurso, Quebec. The recent imposition of an interim duty by China's Ministry of Commerce ("MOFCOM") on the import of Canadian dissolving pulp into China has made it uneconomical for the FSC Mill to continue producing dissolving pulp at this time and the current market pricing for northern bleached hardwood kraft (NBHK) pulp is not sufficient to warrant production. The Company anticipates it will take approximately 10 weeks' market downtime at the FSC Mill commencing December 22, 2013, during which employees at the FSC Mill will be encouraged to take their holidays. This market shutdown will also reduce the scheduled June 2014 maintenance shutdown and allow the Company to manage its dissolving pulp inventory build-up which resulted from the volatility and uncertainty in pricing in the short term dissolving pulp market.

Accordingly, the FSC Mill has resumed production and is ramping up operation of the cogeneration facility. The Company anticipates the fourth digester will be operational on December 11, 2013.
Fortress Paper Reports an Incident at FSC Mill

Fortress Paper Ltd. ("Fortress Paper" or the "Company") (TSX: FTP) reports that an incident occurred at its Fortress Specialty Mill (the "FSC Mill") in Thurso, Quebec on December 2, 2013, which the Company initially believed was repairable in the normal course. However, upon further investigation it was determined that the incident was caused by an improper third-party pipe fitting installation on one of the four digesters. As the Company continued the investigation into the root cause of the incident it was revealed that there is a significant crack on a similar pipe connected to another digester. To repair the damaged pipe, the Company has determined that the FSC Mill must be shut down until at least December 10, 2013. During this time, a thorough investigation into the efficacy of certain similar pipe installations at the FSC Mill will also be conducted. Accordingly, the impact of the incident will be at least six days' equivalent of lost production.

("Fortress Paper" or the "Company") (TSX: FTP) announces that that China's Ministry of Commerce ("MOFCOM") has made a preliminary determination to impose an interim duty on the import of Canadian dissolving pulp into China. The interim duty applied against the Company's dissolving pulp imports will be calculated at 13% of the CIF price to China and will be payable in cash bonds in respect of prospective imports during the period between MOFCOM's preliminary and final determination. The interim duty applied against the Company's imports is consistent with that applied against other Canadian dissolving pulp importers who responded to the investigation.

("Fortress Paper" or the "Company") (TSX: FTP) announces that it has completed its initial strategic assessment and testing of alternatives for the Fortress Specialty Cellulose Mill ("FSC Mill") and has determined that the best possible strategy is to operate the FSC Mill as a "swing mill". With minor modifications and no capital expenditure, the FSC Mill will be capable of swinging production from dissolving pulp to northern bleached hardwood kraft (NBHK) pulp. As a result of the flexibility derived from being a "swing mill", the FSC Mill will be able to lower its cost structure accordingly when redirecting production from dissolving pulp to NBHK pulp, which, relative to dissolving pulp, is simpler to produce and has a higher yield derived from the same fibre source.
