I'm no authority on PR's, but I think Steve(or someone) creates the PR, and then its forwarded to the new outlets to use, or not use. There may even be a central depository for such PR's. The PR's are "put out on the wires" so to speak and news agencies pick them up. Since many reporters are lazy, they pick up the copy and publish it, as written. I don't think there is a cost to such. And you will notice also, that much of the PR is boiler plate as they say, only the relative NEW news is different, the bottom 90% is copy and paste text from the last release.

I would agree with you, it appears they are not, but that can not be documented either way. And if they are buying into the company, they are not stupid, they are trying to get the lowest price just like anyone else buying shares (buy low, sell high).
