Thats why I commented that the last PR would do little for the PPS. I question how much a Belize announcement would do for the PPS? The public might just think "another oil strike in Belize"; where's the proof based on last Januarys fiasco? Treaty has credibility issues. The best thing they could do if they had the revenue and they probably don't; is buyback and retire shares and uplist. That will take time based on the SEC requirements for revenue, shares structure, etc. As you have mentioned; the best they can do is show quarter over quarter improvement until they can uplist. That will take additional patience from shareholders who have withstood the test of time already. There will be those shareholders with thinner skin and weaker hands and not as much knowledge or trust about TECO; those are the ones the MM's are after and will continue to prey on until financials and/or "solid" DD (not necessarily what Mike says) can prove otherwise.
