yep seems I was incorrect in my previous assumption that everything had to be complete before they get a "ready to grow" license and the recent article with Health Canada trying to make it illegal to grow your own doesn't surprise me that they probably told Bill to hurry.
I did see another company building a bigger building in Ontario.
