i think it's more of an info article in regards to where these facilities in general CAN be built in relationship to how areas are zoned. My best guess is Bill was consulted as a known builder as part of the fact finding of the reporter. Thats how i read it anyway. some communities think they can prevent it. personally i think the maritime provinces up here would be nuts to fight against it considering the high unemployment rates in most of these areas devastated by loss of fishing work over the years.
