Darryl K. Horne
Chairman
Darryl Horne founded Horne International (formerly Horne Engineering Services, Inc.) in 1990. In his role as Chairman, Mr. Horne brings over 25 years of engineering and leadership experience and has helped countless government agencies and private corporations successfully navigate through the ever-changing world of environmental engineering. Throughout his career, Mr. Horne has been honored by various organizations including Ernst & Young Greater Washington Entrepreneur of the Year, National Capital Business, Federal City Council and US Black Engineer & Information Technology magazine. In addition, he was appointed to the VMI Board of Visitors by Governor Jim Gilmore and reappointed by Governor Mark R. Warner.
Mr. Horne received a bachelor's degree in civil engineering from VMI in 1982. He is a member of the National Society of Professional Engineers and the Society of American Military Engineers, and he completed service in the U.S. Army Reserve with the rank of Captain.
Dallas Evans
Chief Executive Officer
Dallas R. Evans brings over 25 years of entrepreneurial, executive and financial management experience to Horne International. Mr. Evans has held senior level positions in both private and public sector organizations. Mr. Evans is a visionary and skilled negotiator which has contributed to his success in acquiring undervalued assets, developing and deploying “turn around” strategies. Mr. Evans most recently served as Managing Director of Landmark Atlantic Holdings from 2003 to 2012, where he over saw the development and acquisition of various real estate assets for the company’s portfolio, valued in excess of $400million. From 1999 to 2003, Mr. Evans was a Principal and Vice President of ISI Professional Services, where he managed 57 million square feet of corporate and government real estate portfolios, valued in excess of $1 Billion. During the period of 1995 to 1999, Mr. Evans served as Deputy Mayor of Operations for the District of Columbia Government. His primary responsibilities included management of the District’s 44 million square feet of real estate assets, $7 billion of citywide procurements and the management of the District’s IT and Telecom infrastructure. Mr. Evans holds a Bachelor of Science Degree in Accounting, University of Maryland, College Park and a Masters of Business Administration, American University, Washington, DC. Mr. Evans serves on several Corporate and Pubic Boards, to include Chairman of the Board of Regents, Morgan State University, Baltimore, Md., Fellowship Square Foundation, Reston, Va. and Foundos Realty, Annapolis, Md.
John E. Donahue
Chief Financial Officer
John E. Donahue was appointed Chief Financial Officer of Horne International in October 2013. Over a 25-year period, Mr. Donahue served in a number of senior financial management positions in public and private companies, most of which were high growth and acquisition-oriented. Previously, Mr. Donahue held the position of Vice President of Investor Relations for China Hydroelectric Corporation, a NYSE-listed company, beginning in April 2011. Mr. Donahue served as Vice President and Chief Financial Officer Encompass Group Affiliates, Inc., the largest U.S. distributor of replacement parts for consumer electronic products, from September 2006 until April 2011, and, prior to that, he served as Vice President and Chief Financial Officer of Online Benefits Inc. a private-equity owned HR solutions software development firm from August 1999 until it was sold in September 2006. Previous to that Mr. Donahue served as Managing Director of Oxbridge Incorporated, a boutique investment banking firm, and as Chief Financial Officer at Mast Resources Inc., a merchant bank, and Vice President and Chief Financial Officer of Catalyst Energy Corp, a NYSE-listed independent power producer. Prior to a period with Tyco International, principally involving acquisition-oriented responsibilities, Mr. Donahue was with Price Waterhouse from 1972 to 1985, including serving as a Senior Audit Manager on the audit examination of three Fortune 500 companies, and a tour of duty in the firm’s National Office. Mr. Donahue received a Bachelor of Arts degree in Economics from Holy Cross College and a Master of Business Administration degree from Rutgers University.
Paige Shannon
General Counsel and Corporate Secretary
Paige Shannon joined Horne International 2005 as General Counsel and Corporate Secretary. In this role, she responsible for managing all corporate legal matters as well as for providing advice and counsel to management on a broad range of issues including domestic and international contracts, litigation, employment, intellectual property and corporate governance. Prior to joining Horne, she served as General Counsel for Infinite Computer Solutions, Inc. Ms. Shannon has over 15 years of management experience with publicly traded and privately held government, engineering and IT services companies.
Ms. Shannon holds a Juris Doctorate from the Catholic University of America, Columbus School of Law and a Masters of Business Administration from George Mason University.

Mark Hodges
Vice President of Environmental Technology and Services
Mark Hodges joined Horne International in 2010 as the Vice President for Environmental Technologies and Services. In this role, Mr. Hodges assists in developing and implementing Horne International’s strategic growth plan. In addition, he is also responsible for creating and delivering distinct environmental technology solutions for clients in the Federal Government and private sector. With over thirty years of experience performing and overseeing a variety of domestic and international environmental and energy projects, Mr. Hodges is uniquely positioned to support Horne International in their continued growth. From oil, gas and coal to solar, wind and hydroelectric power, Mr. Hodges has worked with almost every type of energy, quantifying and managing the environmental impact of projects in the United States and internationally.
Mr. Hodges is a U.S. Marine Corps veteran and a registered consultant with The World Bank, the Asian Development Bank and United Nations, and has worked on numerous long and short-term projects in the U.S. and abroad for the U.S. Agency for International Development. He is at the forefront of assessing the direct and indirect relationships between man and the environment.
He holds a B.S. in Biological Sciences from East Tennessee State University and a M.S. in Environmental Engineering from the University of Florida.
