Following are past performances highlighting solutions developed and deployed by Horne International. These solutions have an environmental focus and were designed specifically to meet the needs of our clients.
Chesapeake Bay Restoration
The Mission: The ecologically fragile watershed of the Chesapeake Bay has long been integral to the defense of the United States. And the Department of Defense has long been an active participant in its protection. The U.S. Army manages more than 215,000 acres in the watershed, and supports a multifaceted environmental program that goes beyond compliance to incorporate restoration, pollution prevention, and stewardship initiatives into its daily mission of protecting the United States. Uniquely Engineered: Horne Engineering has spent more than a decade supporting the U.S. Army Environmental Command in its efforts to enhance stewardship of the Chesapeake Bay and strengthen ecosystem management activities. Our efforts include program management, federal facility site assessments, rich communications programs, and technical program.
Anacostia Capping Demonstration Project
The Mission: Many American waterways remain environmentally hazardous because of the legacy of past industrial pollution still locked in sediment layers. The contaminated sediments are widespread and often involve millions of acres of wetlands. One approach for in-place management of sediments is subaqueous in-place capping. While it has shown some success, traditional capping does not treat the contaminants. Instead, it physically isolates contaminants from adjacent aquatic environments while leaving the capped sediments vulnerable to penetration by natural and human activities, including storm surges, burrowing by aquatic worms, dredging, and recreational boating. Uniquely Engineered: Horne is supporting the Hazardous Substance Research Center South & Southwest in demonstrating innovative technologies to improve capping by including contaminant treatment and isolation known as active capping. The Anacostia River which contains heavy metals, PCBs, hydrocarbons & chlordane is an ideal location for comparatively evaluating the most promising approach to active capping.
Army Regional Environmental and Energy Office Support
The Mission: Military installations and their neighboring communities today share challenges they could not have anticipated decades ago with the advance of commercial and residential development to installation fence lines. Yet, to sustain the future Army and its training ranges requires the Army to implement policies and practices that sustain the environment. Today’s Army must strike a balance between military readiness and environmental stewardship. Uniquely Engineered: The U.S. Army Regional Environmental and Energy Offices (REEOs) represent the interests of the Army and the Department of Defense (DOD) on environmental issues, including sustainability of range and training lands. Horne Engineering supports all four regional Army REEOs. Our onsite support personnel track and report on federal and state environmental legislation and regulations of interest to the Army and DOD; analyze potential impacts of proposed state laws, regulations, and other environmental activities; prepare and produce regional reviews and articles; represent their offices on various technical groups, commissions, and regional partnerships; plan and orchestrate meetings and conferences; and inform and educate state, regional and national groups of stakeholders.
Assembled Chemical Weapons Alternatives Program
The Mission: Chemical weapons are configured with a volatile array of fuses, explosives, propellant, and chemical agents. These weapons have been stockpiled at sites across the United States. The Assembled Chemical Weapsons Alternatives (ACWA) program’s mission is to safely test and demonstrate alternative technologies to demilitarize the nation's stockpile of assembled chemical weapons. Uniquely Engineered: Horne has supported the ACWA program since its inception — providing high-quality administrative and technical support for full-scale testing of neutralization technologies. A key success factor: public outreach with a commitment to meaningful stakeholder involvement.
