They possibly can get the license without lighting etc in place. I cant find the HC's rules for licensing. Bill said "it's was like a liquor license" and one can get a liquor license without the art and tables in place. I honestly think a licensing approval from Health Canada is going to be very soon.
Primarily due to the other facilities that have been approved. Since CEN Bio will be the largest and most advance which could explain the wall, but not be necessary for approval.
After approval by HC which appears imminent (99% sure), we will see .30-1 ps
