Following are past performances highlighting solutions developed and deployed by Horne International. These solutions have an engineering focus and were designed specifically to meet the needs of our clients.
Andrews Air Force Base
The Mission: In the face of asymmetric threats, the U.S. Air Force needed to design and install a comprehensive integrated security system for force protection on bases worldwide. The Integrated Base Defense Support Services project delivers integrated design and installation of intrusion and threat detection, identification systems, and delay/denial systems.
Uniquely Engineered: As the engineer of record at Andrews Air Force Base – home of the U.S. President’s Air Force One aircraft — for the first rollout of Integrated Base Defense Support Services, Horne Engineering managed overall site infrastructure design and construction, including entry control systems, radar and camera systems, electrical infrastructure, communication lines, anti-ram devices, and permitting.
Iraq Reconstruction
The Mission: One of the U.S. government’s top priorities has been to repair and rebuild Iraq’s infrastructure. The overall aim of the effort is to help maintain stability, ensure the delivery of essential services, and facilitate economic recovery. For this vital effort, the acquisition management challenges are fierce and must take into account climate, culture, speed, cost, policies and regulations, environmental impact, and — above all — safety and security.
Uniquely Engineered: Horne Engineering has managed acquisition services for myriad aspects of Iraq reconstruction — ranging from purchasing large quantities of engineered equipment, materials, and supplies to reconciling subcontracts and invoices worth hundreds of millions of dollars for support operations.
Department of Homeland Security, Facility Management and Engineering
The Mission: In recent years, the Department of Homeland Security has undergone massive reorganization and transformation. Last year, border protection became a national priority and the organization responsible for facilities management - including border stations, roads, fences, airports, hangars, and more - realized it needed to streamline its organizational structure and implement new policies and procedures to achieve efficiencies and address dramatic workload and budgetary growth.
Uniquely Engineered: Horne called on its deep expertise in facilities program management, along with extensive knowledge of business process engineering for border protection, to redesign organizational structures and procedures and support a dramatic increase in workload. As the project manager, Horne prepared processes, procedures, design standards, and position descriptions for the Facilities Management and Engineering organization to achieve its mission while in the national spotlight.
Bureau of Immigration and Customs Enforcement and U.S. Army Corps of Engineers
The Mission: Immigration and Customs Enforcement (ICE) is the largest investigative branch of the Department of Homeland Security (DHS). Before 9/11, immigration and customs authorities were not widely recognized as an effective counterterrorism tool in the United States. ICE changed this by creating a host of new systems to better address national security threats and detect potential terrorist activities in the U.S.
Uniquely Engineered: Working with ICE and the U.S. Army Corps of Engineers, our team conducted extensive business process engineering and developed “The Horne Report.” This comprehensive review documented procedures and performance metrics for programming, planning, environmental compliance, real estate acquisition, design, construction management, and operations and maintenance of required facilities.
U.S. Customs and Border Protection
The Mission: An agency within the U.S. Department of Homeland Security (DHS), Customs and Border Protection (CBP) is charged with managing, controlling, and protecting the nation’s borders at and between the official points of entry. Its Office of Asset Management is responsible for planning, budgeting, and executing new construction and leasing, acquisition and installation of tactical infrastructure, and operation and maintenance of real property for the Border Patrol, Immigration and Customs Enforcement, the Detention and Removal Office, and other organizations within DHS.
Uniquely Engineered: Within the CBP Strategic Border Initiative (SBI), Horne Engineering’s staff augmentees and Subject Matter Experts (SME) provide services in the areas of design review, facility engineering and management, and tactical infrastructure (TI). In later stages of SBI, Horne Engineering Services will also participate in construction management and quality assurance/quality control (QA/QC). Horne maintains its efforts in support of the U.S. within DOD and government agencies.
