Nothing can happen without the fence. The property has to be secured to be granted a license. They are more concerned with security than anything else. Detailed security info on the link below.
(k) if applicable, any conditions that the license holder must meet in order to
(i) comply with an international obligation,
(ii) provide the security level referred to in paragraph (f ),
(iii) put in place the security measures referred to in Division 3, or
(iv) reduce any potential public health, safety or security risk, including the risk of cannabis being diverted to an illicit market or use.
