Consumer-ready fuel is produced unless it's road-transporation fuel.
Consumer-ready fuel must be blended with things such as ETHANOL before it's transportation fuel ready. No, tech, the processor can't make ethanol. lol
A bakery's oven makes consumer-ready bread. But if somebody wants a cheesesteak sandwich, then the bread must be "blended" with steak and cheese. That doesn't make the bread any less consumer-ready.
Likewise, since JBII makes consumer-ready fuel that non-road-transport consumers can use, it's consumer-ready.
