Active Trader Pro was worthless for me too because they did not even offer a time and sales screen for penny stocks. I used to use Schwab Pro trader and it did not give market depth but the time and sales screen showed the amounts of penny stock trades as they happen.
I recently did a free trial of IHUB's Level II SMALL CAP PRO USA and it was pretty decent although it was down for a few hours two out of the 30 days I had the free trial. It's my understanding from talking to others that this happens from time to time. Still I thought it was worth it. and its only 30 dollars a month.
I would say its worth it for the price.
