In a 1932 legal case, Louis Brandeis, an influential justice who served on the US Supreme Court, referred to the states as laboratories of democracy: "...a single courageous state may, if its citizens choose, serve as a laboratory; and try novel social and economic experiments without risk to the rest of the country."

Washington and Colorado, where recreational cannabis was recently legalized, are now laboratories that will, in due time, provide a useful guide of do's and don'ts for all other states that might consider full legalization.
