BO is known to deceive the shareholders and Treaty by his erroneuos photos, posts about his appreciation but concern for treaty operations, yet all along acting like Agent 007, sneaking around the leases, talking with individuals about Treaty than supposedly, according to him completing an affidavit to get Treaty booted out of the country.
I would not trust anything that came out of his mouth if his tounge came notarized.
IMO he's just trying to drive the PPS down to buy Teco shares.
