I don't see this having a huge immediate impact because it basically requires the banks to determine whether the companies are not doing a bunch of illegal things (like selling to minors, drug cartels, etc.). Banks are as conservative as institutions get, and don't want to be in the position of doing that ... they see that as the the responsibility of government and law enforcement. Nevertheless, today's advisories from the DOJ and Treasure Dept. may still be important steps towards rescheduling. The banks will push back that it needs to be legalized/rescheduled, the need for this to be done will get more attention, and there will hopefully be that much more political cover for pot to be rescheduled.
