Well my M.A. is in Strategic Corporate Communications and I've worked in the PR field as a consultant for a few years now. Unfortunately, I don't know much about FAA PR regulations as I haven't done any work for airlines. That being said, I do believe there are a few things that Baltia could do to help ease the minds of the investors and generate more interest if that was their intent.
Before any of that occurs though, Baltia management needs to decide what their PR goals are. Are they trying to generate interest for consumer sales or investor relations? Are they trying to brand the Airline still or attempting to fly under the radar?
In my opinion a simple plan which could do a little of both (again not sure of FAA regulations for it)
1) A fully integrated PR plan to encompass all Social Media outlets with Twitter, Facebook, and Instagram being the top three. A great advantage of that is they could allow for public questions and answers using #Baltia or something of the nature. It would be a public forum and everybody would be able to see and share their responses as well which means you reach a bigger population than just those who are currently invested. They could use a good social media management tool such as HootSuite to post and follow their social media reputation as well.
2) As for official PR releases, I would recommend only PR'ing each training phase as it completes and using only reputable sources. If a company sends out to many PR's it looks either desperate or it becomes an overused cliché and people don't actually pay attention to them. Issues which I believe should be PR'ed is the completion of training segments, hiring of high level management (flight operations director, chief engineer etc), adjusted FAA certification time schedules, and any additional required SEC PR's which I am also unsure of.
In my opinion that is where things should begin but ultimately a comprehensive Strategic Public Relations plan is the first thing required which may very well already be created by Baltia. If they do have a standing PR plan, I would recommend management revisit the plan but I like to hope they are more interested in certification than PR right now. If they want to hire me for a few thousand shares a week part time, I'd gladly do it myself for them lol
