I'll try ..
1 ) Download the photo to you PC
2 ) On Hangout go to Settings
3 ) Click on Photos
4 ) Upload the photo you choose
5 ) Once done it will appear in your photos. Now for me I find it easier to right click the photo and click copy
6 ) Than Create a new message and right click and paste in the message area.
That should work you. If not let me know. I will do it here to make sure I gave the right directions
