Scout, I don't know where you heard that the TigerLynk has already been built.  As far as I know, the TigerLynk is a more enhanced version of the ATH prototype, with greater reach, more flexibility, and much more powerful software fully capable of positioning as well as timber recovery.  A prototype was built about half the size of a TigerLynk, and it did prove to be extremely successful.  However, even this prototype was sold to reduce debt and is no longer available according to Peter Meier and Jason Novak.
