You are talking about the bid and ask. If bid is 100000 at .0008 and ask is 100000 at .0009. Investors need to buy at the ask price until those share are gone to move to .001. A lot of times it is hard to buy at bid price, but investors will put in orders on the bid which builds the bid ( bid support) hoping to get cheaper price. MM"S can keep price down also buy selling off the bid. To see the stock go up you need to "slap the ask" or buy at the ask price. The AS - authorized shares is the total amount of shares a company has. From my understanding the lower amount of AS the better chance there is for a higher PPS (price per share). Then There is OS outstanding shares and the float. They have to do with amount of shares tradable to the public. Hope this helps.
