I think you are reaching here. I am more apt to believe that criminals tend to seek perceived safe haven in the same places. Vancouver, Boca Raton Florida, etc are known locals for micro-cap fraud. I am more apt to believe that Medellin is merely the new Boca and that it's only a coincidence.
