Notice label reference to National Cancer Institute (NCI), a US government agency under HHS. NCI sees medical merit in phytocannabinoids; O says cannabis is less dangerous than alcoholic beverages; but D E A (and O who could reschedule cannabis today) says no dice, cannabis is sched 1 (i.e., dangerous, abuse-prone, addictive, no valid medical use). I don't see alcohol listed on the CSA schedule anywhere, and alcohol is more dangerous than cannabis. Right?
The National Cancer Institute (NCI) is part of the National Institutes of Health (NIH), which is one of eleven agencies that are part of the U.S. Department of Health and Human Services.
