Maybe.
All the pinks need to be fully reporting and fully accountable to their shareholders. It'll take time to achieve this status, but after x years when it's complete, people hopefully will be able to invest in micro-cap start-ups and not be concerned with them being frauds and / or pump and dumps. That is / was part of the original intent behind BCAP's brokerage operations.
