The lawyer's link refers to SEC rules finalized in 2004. There have been changes since then. The SEC website is a confusing pastiche of old and new; it's about the least well-organized and most user-unfriendly informational website in all of tarnation (with the exception of O'care site). As clear as mud, probably, by intention. lol
