It only has to be "true" at the time of the publication of the PR. Since only the person that authorizes the writing of the PR can vouch for that....... it's a "he said, she said" scenario and covered by the PR.
Best use of a PR? Sell on the ensuing hype and then wait for the resulting dip after everyone realizes that "too good to be true" is the King in the OTC world.
