There could be one of these several reasons for it:

What was the ''indicated'' BID & ASK price when you placed the order? For if your offering to buy price was less than the ask, they are under no obligation to sell you any of their shares, and there may not have been any other shares available/matching trades from any other trader who has been willing to sell at these levels. For both of those sources are available for you to buy from: another common share holder/trader like your self, who just wants to unload some of their shares for whatever reason, or, from KNIGHT CAPITAL, who will be more than happy to get some of their shorts off of/out of their books, but only at whatever their ''indicated'' BID & ASK price is, and mainly, only at their ASK price, is what they are willing to let any of their inventory go at. Call up any SCOTTRADE OFFICE & ask them what the current price is for SRGE, AND THE FIRST THING THAT THEY ARE GOING TO TELL YOU, THAT THE BID & ASK IS NOT SHOWING ON THEIR SCREEN. So, that's when you tell them to call their trading dest & get the ''INDICATED BID & ASK PRICE FROM THEM'', THE WHICH THEY WILL PROCEED TO DO. THEN, AFTER A FEW MINUTES OR LESS, they will get back to you & tell you that the ''INDICATED'' BID & ASK IS SO & SO. Then, that's when you place your GTC LIMIT ORDER WITH NO CONDITIONS AT WHATEVER THE ''INDICATED'' ASKING PRICE WAS that you just got. I promise you, that if you are willing to pay whatever the price is that KNIGHT CAPITAL IS WILLING TO SELL THEM FOR AT THAT TIME ON THE ASK, THAT YOU WILL GET YOUR SHARES, AND RATHER QUICKLY, TOO! MAYBE A MINUTE OR LESS.

But, if you place it as an ALL OR NONE, OR EVEN AS AS GTC, OR AT ANY PRICE OTHER THAN THE ''INDICATED ASK, YOU WILL PROBABLY NOT GET YOUR SHARES, OR, AT THE LEAST, NOT VERY QUICKLY AT ALL, EVEN IF YOU EVENTUALLY DO GET THEM. For we have been having the same challenge over on our KMAG forum, because KNIGHT CAPITAL IS THE BROKER THROUGH WHOM ALL OF THE ''TRADES'' ARE BEING ROUTED. FOR WE KMAGGERS suspect that KNIGHT CAPITAL may have had or might still have about 150 million to 200 million shorted &/or air shares outstanding, so they are willing to deal with us via the way such as I explained up above, whenever there are no other common shares becoming available from any peeps like us. For when ever I have placed my orders in the above way, I hav almost always been  completely filled within a minute or two, with the single exception about two weeks ago, when it took me about 12 minutes, for whatever aberrant reason! For ''they', the MM's, do have their little black bag of tricks out of the which to pull one & play it on us at any given time! For it is anything but a level playing field! Try it ou & see! For I think that you're going to be quite but pleasantly surprised when you get what you want, BUT ONLY IF YOU ARE WILLING TO PAY THE PRICE THAT ''THEY'' ARE WANTING FOR THEM AT THE ''INDICATED'' ASK!. And quite to my surprise, even though I would post their advertized asking price in my purchase order, as mention per the above guide lines, they have almost always sold them to me at a price lower than what I was willing to pay them for them at THEir indicated ask price! SO GO TRY & FIGURE THAT ONE OUT, EY/!!
