This has been management's Achilles heel. After promises -- that are made with a timeline attached -- fail to materialize altogether or materialize months after the promise, and the pattern is repeated how many times, we can understand why this stock can't hold its gains. I was going to say that if this happened in the private sector, as opposed to govt, managers would be summarily fired and swiftly booted out the door, but this company is in the private sector.
