Sweet, Mike Mulshine was listed in the article that Bronco provided.  Mike M. was TECO's IR consultant for a good amount of time.  He told me on the phone that TECO was NSS'd by a tune of 80mm shares or better.  I believe there are many more now but how does someone prove the exact number?  All I know is that  penny stocks move on potential.  TECO has qty 5 wells in the works and the PPS can't move out of the .008's.  IMO opinion there are two reasons i.e. credibility and NSS.  Others stocks PPS would be running with this news.  TECO's market hasn't had any MOMO since someone brought in the BBB to artificially pump the PPS back up to .04.  
I assume Mike M. spoke to Reid, Gwyn and/or others about the NSS and the effect it could have on their markets over the long run.  Treaty needs W. Texas to be successful.  IMO they have wasted too much time and money on Belize and without any revenue to show for it.  Who do they think they are? Mobil or Exxon? Cripes they have a hard enough time in Texas never mind internationally!   
IMO they should focus on domestic oil exploration,  pump the oil, collect the revenue, report the revenue to the SEC,  buyback shares and up list someday if they can survive that long.  IMO that will take care of all their market ills but from what I've seen from TECO so far;  it's a huge endeavor!
