I mention in one of my posts that most companies under attack by bashers, NSS, etc can't afford to cure the problem due to a lack of funding for their operations never mind in addition to fighting the NSS issues.  Any vehicle that would force the DTCC to audit the share structure would work to cure the problem.  I have no idea which vehicle would be the least expensive versus most effective.  In addition to my many other TECO frustrations; they don't admit the issue, discuss the issue and claim "they have no control over the PPS".   IMO these are far from seasoned company principals and it shows in their performance.
