The application stems from early Nov & the potential new guy will be involved in the completion to TRL8, so it means that TRL8 is already initiated, no?! Even if the date 11/03/2013 is interpreted as March it means they're already further down the TRL8 process.
Good read on all the sorts of TRL's of NASA & DoD etc.
