Thinking about this, it's not going to be a cake walk for any interest group  to take over the mmj industry. It's highly decentralized, and it's regulated by individual states. The genie is out of the bottle. The public supports mmj over 80%. Not that easy to put it back in a centralized vessel. They could try, but it doesn't mean they will succeed.
