Bad weather is unavoidable and expected. Delays caused by weather should be factored in to the overall rate of progress. In any given year there will be a percentage of days with bad weather. To view that as bad luck is unrealistic. Specific timing of bad weather to projects dependent on a time frame may be considered bad luck I suppose but how often does that happen?
