I was just speaking to Ray about this and he said to remind you guys that there are several "proxy" services. Like
2anonymousproxy.com (you can google "proxy anonymous browsing" etc. there are hundreds). He said just be careful as not to use anything that makes you download software. It is usually spyware or viruses, so only use web based anon-browsers. Some are free with ads, some are paid. These will mask your IP address so you can go on and sign up without detection. He said to set up a new free-mail account (hotmail, gmail, yahoo, etc.) and go on with the anonymous browser, to sign up but do not forget that if you ever log in under your original ip, you'll be banned immediately.
Also, He said you can go to myipaddress.me to check your current IP as seen by others and also if you have cable or DSL, and you unplug, wait 10 seconds, and plug back in most cable modems/DSL modems they will give you a new random IP address, which you can check using that website. Your IP is only unique to you permanently if you subscribe to a "static" IP service, most others give you a random one if the modem is completely rebooted. May be worth checking out.
