Has this clown not heard about the new millennium, cell phones, texting? or how about third party payment processing companies, like I don't know HHMMM Simple pre pay!!! This type of loop hole around is already going on why do you think there is a ATM in every collective you go into. This will simplify the process so you don't have to leave the house.
