Health, it was a breakaway gap. I personally couldn't push it lower. Bids were too strong at 0018. Nobody wouldn't sell and not enough shares. Here are the historical prices that show proof. http://www.nasdaq.com/symbol/wntr/historical that this is a breakaway gap.
