when they say neutral they are referring to steel producers which have a very low profit margin-has been 0-3% last few years most of the time-
but iron producers have a very high profit margin (iron was only 10-14 til 2002) which is why problem w illegal mines the last few years,which has many govt 's playing so many overbroad games which have negatively impacted legal mines also
so the point is improving conditions in the steel industry will positively impact IRON producers
