No doubt  the Mexican Government threw up roadblocks, but no one but Bob was responsible for such things as misleading press releases, screwing himself on transportation costs on Kriton, teaming up with the characters at Geo, his vacation at taxpayer expense, etc.  Chances are, however, that Bob left with plenty of money in his pocket, with the stockholders being screwed due to his handling.  Brad doesn't strike me as being overly sympathetic to the stockholders but hopefully his actions will speak louder than his silence (which, as you say, may be caused by active court cases)..
