I simply posted a possible solution DTL. As a matter of fact, I'm holding a few million shares in certificate form. That way the brokerage doesn't have those shares available for someone to use as a short cover. And it's not TECO that has to organize the shareholders. The shareholders have to do it on their own through their own brokers. And yes, for sure there are folks who want more liquidity by having the shares in a brokerage so they can either buy or sell as they prefer.
