There's a Non-Objecting Beneficial Owners (NOBOs) list which shows all shareholders for a specific record date, but it the issuer would need to initiate the request 2 days ahead of time and then the issuer would receive the data in 5 days. Say such a list was ordered now for shareholders on September 4, the company wouldn't know who those shareholders on September 4 were until September 10. If there's a huge NSS position, maybe it would help in triggering a major run, I just don't know.
My personal take is that the entire wall of 3's could be acquired very quickly on material news. Could be the change in the By-Laws or the Pink current, or the Quarterly, or any other news items from the PR. It could even be triggered from some item not yet in a PR (call it X-PR / X-News). In the interim, current and prospective shareholders have the ability (and time) to acquire BCAP below net asset value.
I guess my point on the current share price is that no-one knows what will trigger a run. What we do know from the last PR is that over the next 4 weeks or so there's going to be a lot of news coming out of BCAP that confirms beneficial material changes to the company.
