No, they will keep attacking. They are diluting the company by doing so and hurting TECO as much as possible while they still can.

They do this every time there is light volume. It was most pronounced over the November-January period where every day they ask sat on the 4 cent level and just kept pounding the 3's every day.

Just think about it, every time we line up on bid, they hit the sell button and give us fake shares and take our cash. This means that they don't have to worry about anything until they are forcibly pushed out of their position and made to cover. However, just look at the time lag. I estimate that they have at least 2 weeks to cover a position in which they are out of the money, judging by their behavior over the past year.

All they have to do is watch for an extended point on the chart, like 7 cent resistance, and start reshorting heavily to kill upward momentum. Then they wait for volume and excitment to peter off, throw in some bashers, and then let the impatient retail money do themselves in.

Nothing less than sustained high volume ask hitting over a period of at least a month will demolish the bears and once again they have to be absolutely demolished. They are like cancer, if you leave even a few cancer cells in the  body they will reproduce and reinfest the body.

Nothing short than a complete annihilation of the bears will work. It has taken me a while to finally understand that, and I do not think it happens until first quarter 2013 at the earliest as per my earlier remarks. Until then, it would be wise to lock in some gains on any pops and trade this position like you would any other stock.
