What you are neglecting to note is that the public sanction against Koos was conducted by the New York Stock Exchange Division of Enforcement for willful misconduct among other things that lead to him being barred. Not only that, when he contested and the case was further reviewed, the penalty was increased from nine months to eighteen months.
FINRA just maintains the public file. Contact the NYSE Division of Enforcement and ask them if the record is correct or reflects FINRA's one-sided way of doing things as you accuse.
