Those that have followed closely have been very aware that the company has only been offering new shares (throughout 2013) at/above $0.002 range, a low created by normal market activity (reaction to the Chill).
Below $0.002 and the company will not offer new shares. These new lows are being created by the market (fear due to $0.002 support being technically broken) and it does smell like penny stock manipulation to see if the company will sell lower.
As far as I know, new shares need to be registered through the TA before hitting the market (it is possibly there is a lag period in the update, not sure). I can't say with any certainty that the large blocks that have gone through are from the company.
Sept 28th has passed . This is why the market reaction is very odd. For the next 4 months, the company won't be converting any shares.
