MacArthur Foundation, complemented by a $500,000 grant from the same organization, along with a $2 million grant from Whittier Trust's Young Adult Forward Fund. This considerable financial backing builds on the momentum generated by a recent award from the State of California's Affordable Housing and Sustainable Communities (AHSC) Program. This recognition includes a substantial loan of $24.1 million and a grant of $14.1 million, which aim to enhance affordable housing options while supporting transformative community solutions.

“This combination of public and philanthropic capital accelerates our ability to execute developments that are crucial for fostering housing, healing, and justice,” remarked Suny Lay Chang, president and COO of Linc Housing. The AHSC funding will facilitate the development of 124 affordable homes enriched with essential services while also improving transportation and infrastructure in the neighborhood.

Enhancing Local Transportation Links

Key improvements include the acquisition of two new Metro subway cars to increase services near the busy Union Station. Alongside this, new pedestrian and bicycle connections will bridge the gap between Union Station and vital local landmarks, such as Barlow Hospital and Dodger Stadium. The plans also encompass enhancing neighborhood features like ADA-compliant sidewalks, safer pedestrian crossings, bike lanes, and urban greening initiatives.

The MacArthur Foundation's low-interest PRI, structured at 1% over a ten-year term, will not only support the Robert K. Ross Center for Hope and Healing but will also promote other interconnected projects aimed at nurturing the broader Hope Village area in downtown Los Angeles. This funding enables Linc Housing to advance its mission across multiple, interrelated housing initiatives.

Allison Clark, associate director of Impact Investments at the MacArthur Foundation, expressed enthusiasm about supporting Linc Housing’s efforts. “This type of impactful, community-oriented investing promotes effective solutions to the pressing housing challenges faced by the city,” she stated.

The Robert K. Ross Center for Hope and Healing is strategically located on land generously donated by The California Endowment. The initial phase of construction is projected to start this summer, featuring a combination of commercial and nonprofit service hubs, in addition to affordable and supportive housing options that will materialize as more financing becomes available.

The California Endowment pledges its support through substantial funding via its Social Equity Bond initiative, which focuses on furthering racial equity, community health, and systemic transformation.
