NorthStar Enhances Nuclear Safety with Vallecitos Closure Deal

NorthStar Closes Vallecitos Nuclear Center Agreement

NorthStar Group Services, Inc. today announced a significant milestone in nuclear safety following the closure of an agreement to take ownership of the Vallecitos Nuclear Center from GE Vernova Inc. and GE-Hitachi Nuclear Energy Americas, LLC (GEH). This transaction marks an important step as NorthStar prepares to undertake extensive nuclear decontamination and environmental restoration at the sprawling 1600-acre site. The agreement solidifies NorthStar’s position as a leader in nuclear decommissioning across the nation.

Expertise in Decommissioning

Scott State, P.E., the CEO of NorthStar, highlighted the company’s extensive experience in handling the complexities of decontaminating and decommissioning former nuclear reactor sites throughout the United States. With a proven track record, NorthStar has successfully executed NRC License Termination Plans at various research reactor sites. This experience primes the company to carry out the important work at Vallecitos.

Transfer of Ownership

This recent ownership transfer is modeled after NorthStar’s prior successful acquisition of the former Vermont Yankee Nuclear Power Station, which was approved by regulatory authorities in 2018. The decommissioning efforts at Vermont Yankee have consistently received accolades and recognition from the Nuclear Regulatory Commission officials, emphasizing NorthStar's capabilities as “the best in the country.” Currently, the decommissioning is set to be completed ahead of schedule and within budget by 2026.

Progress on Site

Since the announcement of the agreement, NorthStar has promptly commenced activities on the Vallecitos site, including work initiated previously by GEH. A major milestone was achieved when NorthStar successfully removed the Vallecitos boiling water reactor (VBWR) and arranged for its disposal at a facility managed by NorthStar’s affiliate, Waste Control Specialists, LLC.

Historical Significance of the VBWR

The VBWR holds historical importance as it was the first privately owned nuclear power plant to supply substantial electricity to a public utility grid. In addition, the site housed several test reactors and laboratories. NorthStar’s commitment, under the decommissioning agreement, involves restoring the Vallecitos complex to a condition that allows for productive reuse in future commercial or industrial applications.

Ongoing Decommissioning Projects

In addition to the Vallecitos project, NorthStar remains actively engaged in decommissioning efforts at the Crystal River 3 commercial nuclear reactor complex located in Citrus County, Florida. This work aligns with their contract with Duke Energy, evidencing NorthStar’s robust portfolio and operational capability in this sector.
